The PNWRMS is organized and taught by the Board of Regents. These Regents include:

Angie has nearly two decades of experience working in public recreation, parks and facilities. She is a licensed landscape architect with a degree in Recreation and Leisure Studies from Washington State and Master’s degree in Public Administration. She has worked for the cities of Lacey, University Place (including establishing the parks & recreation department of a new city), Covington, Sammamish and Edmonds including positions of recreation supervisor, parks & recreation manager, park planner and director for the last two jurisdictions. Her passion is planning, building and maintaining parks and public facilities that are equitability accessible for entire communities to provide health, wellness and enjoyment for people of all ages and abilities as well as recognizing and supporting natural environments which provide healthy urban ecosystems. Angie has a high level of respect for maintenance workers, having grown up on a farm in eastern Washington and spending her free time in the outdoors, she deeply appreciates the effort it takes to maintain parks, open spaces and recreation facilities.

Heath is originally from Washington but grew up in Colorado. After graduating from high school, he worked in construction before joining the Army. He served in Iraq and was discharged in 2007 after attaining the rank of Sergeant. Following his military service, Heath worked for the Department of Homeland Security for seven years. In 2018, he was hired by the City of Redmond Parks Department as a Maintenance Technician and was promoted to Lead Maintenance Worker in 2024. He currently leads both the Preventative Maintenance and Irrigation programs. In his spare time, Heath volunteers with Snohomish County Search and Rescue, serving on the Swiftwater and Helicopter Rescue teams. He and his wife live in Snohomish with their two children and two dogs. He enjoys the outdoors, camping, hiking, and spending time with his family.

Drawing on 25 years in municipal government, Joanna is a seasoned professional specializing in recreation, special events, facility rentals, parks and urban forestry management. Her education provides a multidisciplinary approach to effective public service combining a Master of Public Administration with Bachelor's degrees in Recreation Management, Speech Communication and Psychology. Joanna's management style was profoundly shaped as a foster parent for 10 years where she expanded her knowledge of crisis management, trauma-informed care, trust-building, cultural competence and neurodiversity. Joanna is the solo parent to the coolest teenager every and the sweetest dog who is scared of everything.

Sarge has been involved with Natural Resources and Parks and Recreation for over 30 years. After 12 years in public education in Florida, she attended the University of Montana and earned her Master of Science degree in Natural Resource Conservation. She worked for the Idaho Department of Parks and Recreation as a Park Ranger and was the Parks and Recreation Director for two municipalities in Montana and Washington. Sarge has served for 30 years as a first responder/firefighter in Idaho, Montana and Washington. Currently, she is retired, but remains a Firefighter for Racetrack Fire Department in Butte, Montana. Sarge is a graduate of the Pacific Northwest Resource Management School and has been involved with the school for 25 years. In her spare time, she enjoys bird watching, fishing, sports and hiking.

I began my studies at PNWRMS in 2020, just weeks before the world shut down due to the pandemic. I returned in 2022 for 2nd year and haven't left since. I grew up in Oregon and Alaska, and while those places shaped my early years, Seattle has been home for most of my adult life having moved here in 2006. Before joining the City of Seattle Parks and Recreation Department, I held a wide range of jobs, including work in cafeterias, libraries, warehouses, coffee shops, food trucks, private landscaping and nannying in both Germany and Austria. In 2013, while attending school for Landscape Design and Construction, I began working as a seasonal employee with Seattle Parks and Recreation. I have since worked my way to my current role as Crew Chief of the Southwest Parks Maintenance District. In addition to that I have completed several special assignments as Administrative Staff Assistant, Administrative Analyst and Strategic Advisor. I am an analytical thinker who enjoys learning, solving puzzles and understanding systems from the inside out. I naturally gravitate toward leadership roles, driven by curiosity about how things work and a desire to support others. I am often the person people turn to for answers, knowing that I value both creative, outside-the-box thinking and the importance of staying grounded in practical realities.

Lee is a skilled maintenance professional with more than 45 years of proven abilities in mechanical / electrical operations and repair and over 35 years as a proven Manager. Lee’s previous roles included the Facilities Maintenance Superintendent for the City of Phoenix, Facilities Maintenance Supervisor for the City of Mesa Arizona, Service Manager for DXP Enterprises in Phoenix Arizona and Facilities / Fleet Manager for the Town of Queen Creek, Arizona. Lee is also retired from the US Navy Submarine Force. He is particularly effective in using creative processes for accomplishing tasks, both economically and efficiently, with a proven ability to manage people and Capital Improvement projects to achieve the desired goals. He is a Certified Public Manager through Arizona State University and a Facilities Management Professional with the International Facilities Management Association. In his spare time, he loves to be traveling, driving offroad in his Jeep, playing golf and watching his grandchildren grow.

While developing and operating a successful landscaping business, Matthew grew from a one operator, one maintenance customer job to a several crew, over 150-customer business. In 2016, after almost a decade of running his business, he left the landscaping industry to pursue a passion for the parks and recreation field by becoming a Park Maintenance Specialist for the City of Tukwila, WA. In 2018, he was promoted to Parks Maintenance Supervisor. His passion is evident as he says, “As a supervisor, one of my tasks is to teach and grow my staff’s body of knowledge, yet I must also learn and grow from their diversity of experience”.

Randi, currently on their 26th year with Oregon State Parks, began their career as a seasonal at Nehalem Bay State Park in 2000 and has promoted through the ranger ranks working in several locations across the state of Oregon. Currently, Randi serves as park Ranger Supervisor in the West Columbia River Gorge Management Unit. When not at work, Randi enjoys hiking, camping, carpentry, researching old things, photography, crocheting, and writing ghost stories based on areas around some of the places they were stationed (most of these are fiction; some might or might not be true).

Paul Israel is a parks and recreation professional with over 8 years of front-line operations maintenance experience. In his current role as Senior Business Analyst for King County Parks Operations Section, he manages the Asset Management System, SharePoint Collection, and other special projects related to business information systems. He uses his field experience and insight to identify and implement effective business solutions to support Parks mission to steward, enhance and acquire parks to inspire healthy communities. He is also a skilled writer, photojournalist, and multi-media producer, with 11 years of experience covering music festivals, government events, weddings, and more.

Quinn Pense is the Supervisor for the Restoration Program with King County Parks. In her current role she oversees a diverse team that operates a native plant nursery as well as installing and maintaining restoration sites all over King County. Quinn worked as a landscaper and fine gardener before becoming a Seasonal with King County Parks in 2016, then a fulltime parks maintenance worker in 2019. Drawing on a background in Horticulture, Quinn uses her combined experience to bring ecological function to both natural areas and active parks alike, working to steward King County Parks lands using innovative and sustainable practices. Outside of work Quinn loves growing food, crafting, hiking, playing boardgames with friends and strangers, and scouring antique malls for hidden treasures.

As a born and raised Arizona native, Sarah developed early on a huge passion for the outdoors. Formal education consists of a Bachelor’s Degree in Biology with a minor in Chemistry, as well as an emphasis in Ecology and Wildlife Management and a Master’s Degree in Business Administration. Her career began with devotion to university research, husbandry within a zoological setting and wildlife management with a Game and Fish Department. After some time, her career transitioned to serving as a Ranger and Park Manager for several park agencies across Arizona. Serving as the Chief of Operations for Arizona State Parks and Trails was the last journey in Arizona before transitioning to consultant work for other State Park agencies. After some time, she transplanted to Oregon to join the Oregon Parks and Recreation Department as a District Manager for the Willamette Valley. With over 20 years of Parks and Recreation experience, she continues to seek innovative solutions to on-going park challenges and fosters a collaborative environment that supports people in their own professional journey and leadership style. When not at work, Sarah can be found hiking, camping, gardening, honing her archery skills, nerding out on scientific research and binging horror movies.

Zachariah is a Capital Projects Coordinator, for the City of Bellevue Parks & Community Services, responsible for managing the development of Parks Master Plans, park development, and construction initiatives. Previously, he served over seven years as a Contract Administrator within the Structural Division of Resource Management where he supported the development, bidding, evaluation, and administration of General Services, Professional Services, Public Works and Maintenance contracts. His experience includes the development of Resource Management plans for several new Bellevue Parks and updating existing plans. Before joining the City of Bellevue, Zachariah worked for Calaveras County, California where he serves as an Analyst supporting the development of the County budget and established and managed the Facilities Department.
